transfer student, new gpa??

Hi! I heard that when you transfer, your GPA from your first school does not carry over. Basically I went to an out of state University my first year of college (last year) and did not do well because of financial/family issues that were affecting me (I know, it's no excuse...) so I am transferring to my local community college back home in So Cal (for the new fall semester) and I am dedicated to achieving a high gpa and focusing on school only. I'm asking if my GPA is starting over now that I am going to my community college instead of my previous university, or is that case only if you transfer to a 4 year? And when I transfer again, would I put the GPA from my community college on my app since it is my current institution? Sorry if these questions are kind of dumb! I just do not know I would even have a shot at getting accepted to a cal state because of my previous university's GPA. Thank you! *I also took 2 classes with my community college this summer and got A's in both of them, is this the start of my new GPA? **Also, I am aware that even if your GPA starts over colleges look at all your coursework and it could affect grad school as well.
