What are my chances to transfer as an OOS female to UNC-CH as a junior?

Hey everyone - I've heard getting into UNC-Ch as an OOS is hard, but being female is even harder because of the ratio? Do you think my stats would allow me to have a chance, or no way? Freshman year: recruited to play soccer at a small, rigorous liberal arts college. Ended with a 3.0 GPA, which was much lower than my high school GPA. HS: 3.85/4 UW, 4.3 Weighted. I was editor in chief of my school newspaper, officer of NHS, Captain of varsity soccer team junior and senior year. My sat was 1960. Also, I am hispanic, and my dad is an immigrant so we speak both Spanish and English in the house. During the summer, I will be volunteering abroad in his country at a school (field of youth development). This year, I am not attending my original college because I wanted a bigger school that could offer more in terms of class variety, campus activities...not to mention, in-state will save me a bunch of money this year. If I can get a 4.0 this fall, and continue with good grades in the spring...Would I have any chance at transferring into UNC-Ch school of liberal arts and sciences as a junior?
