Could I transfer in?

I am going to have a 3.7 at RPI, will become a sophomore next year. Have great ec such as being in the student government and honor society. Have ton of service hours. I am going to be changing from bioengineering to bio chem on pre med track. HS GPA 3.89/4.00 (Unweighted) Sat-1290(Old)Act-29 Could I get into schools like BU, UNCCH, UVA, Vandy, UW, Colgate, Wesleyan? No financial constraints.
